Because the Bible is the inspired, infallible, sufficient, and authoritative word of God, it should be understood and obeyed by His people. The best way to accomplish this in the corporate worship of the church is to preach through the Bible expositionally (Ezra 7:10; Neh. 8:8; Jer. 3:15; 2 Tim. 4:2). This is primarily done through the sequential, verse-by-verse exposition of books of the Bible; but it can also be done through topical exposition (i.e. what the Bible says about any given topic).
